RIO DE LA PLATA FLOOD CONTROL PROJECT, SUPPLEMENTAL CONTRACT 1 PROJECT LOCATION: DORADO AND TOA BAJA, PUERTO RICO

• Amendment 0005 replaces the prior amendment's scope in several areas, mainly the Rio de la Plata Supplemental Contract 1 levee work.
• Levee fill bid items split into East and West: a new East Levee Fill CLIN 0019 (548,864 cubic meters), an East Levee Common Fill CLIN 0021 (1,063 cubic meters), and an East Levee Select Fill CLIN 0023 (12,019 cubic meters) were added. West Levee Fill (CLIN 0020) was cut from 771,895 to 223,031 cubic meters, Common Fill from 800,422 to 799,359, and Select Fill from 18,361 to 6,342.
• CLIN renumbering: former CLINs 0022 through 0084 shift up three positions, ending at CLIN 0087, so pricing references must be updated.
• Stage-construction right reserved: Section 35 41 00 now lets the Government change stage-construction requirements, including fill placement rate, pending review of additional technical data, with equitable adjustment possible by modification.
• Clearing, grubbing, and stripping narrowed: payment is limited to work within permanent excavation, channel, structure, and embankment footprints. Staging areas, storage yards, haul roads, and similar Contractor-convenience work are now incidental and unpaid. A Clearing and Grubbing Plan needs Government approval before site disturbance.
• Section 01 00 specs updated: Sections 01 33 00 and 01 45 00 are replaced with UFGS versions, and UFGS 01 45 00.25 10 is added.
• Proposal due date moved from 15 Sep 2026 (in the earlier amendment) to 27 Oct 2026 at 2:00 p.m. San Juan time.

Why it matters: Pricing must be rebuilt around the East/West split and new CLIN numbers, and bidders should price clearing as footprint-limited, with staging and access costs absorbed elsewhere.
