• The previous version was a Standard Form 33 solicitation cover and schedule for PM MAGTF C2 engineering and logistics support, with priced line items (logistics and product support, MP&T analysis, on-site logistics at MCLB Albany, engineering services, test and evaluation, and travel/ODC) across a base year and option years.
• The updated version replaces that cover material with a full Performance Work Statement (PWS) that adds substantive scope detail:
  • Background on PM MAGTF C2's mission under DoDI 5000.02, and its portfolio of command and control systems.
  • A new description of the SAFe organization: Portfolio Management Team, Solutions & Integration, Mission Command Applications, Combat Control Applications, Common Services Applications, Hardware & Infrastructure, and Product Support & Sustainment.
  • General requirements: support to all ARTs and to the APM Logistics and APM Engineering functions, personnel in Quantico, VA and Albany, GA (on-site or contractor facility), and deliverables submitted per CDRLs through a Government SharePoint with COR-tracked acceptance.
  • Engineering and architecture requirements, including C2 architecture expertise, defining technology strategy, governing the architectural runway with metrics, and tracking technical debt and blocked stories during Program Increments.
• Why it matters: applicants now have a defined technical focus (C2 engineering, architecture, and Agile/SAFe delivery) and an explicit deliverables and workflow process, which should drive staffing, past-performance framing, and pricing for the on-site and architecture work.
